The supporting waste collection system, financial support policies, tax incentives, etc. must be consistent with grate furnace incineration methods to form a fair competition under the same emission indicators and treatment costs.

Second, at the planning level, we must adapt to local conditions and seek truth from facts. Grate furnace incineration power generation technology is the main method in developed countries, and it is suitable for large and medium-sized domestic garbage disposal projects. Cement kiln waste treatment technology is generally applicable to large cement plants in the immediate vicinity. Considering factors such as land, transportation, technology, and economy, we can plan cement kiln co-processing garbage waste projects in areas not far from the cement plant.

Third, at the technical level, it is necessary to set up special projects for scientific and technological research, increase financial support, continuously improve supporting technologies, and increase emission standards. As soon as possible to improve the national standards for cement kiln sludge, domestic waste and solid waste.

Fourth, at the social level, it is necessary to promote propaganda, solve doubts, and form consensus. The masses should be organized to observe the feelings of mature, garden-like waste incineration projects without any odors, and win the approval of the masses with strict emission standards.
