Zhengzhou promotes the sharing of scientific instruments to maximize the use of idle resources

In recent years, the scale of scientific instruments in China has been continuously expanded, the coverage area has been continuously expanded, and the technical level has been significantly improved. However, there is a tendency of departmentalization, unitization, and personalization. The phenomenon of idle waste is serious, and there is no service or support for scientific and technological innovation. Get the most out of it. How to make Zhengzhou's "sleeping" scientific instruments "moving", let it play its due role in technological innovation and industrial development, and become a problem that the city is trying to solve.

Scientific research is inseparable from scientific and technological innovation activities, and scientific instruments play a fundamental supporting role.

A large number of instruments are difficult to play idle

In reality, such a scene is not uncommon: on the one hand, many colleges and universities, scientific research institutes have idle equipment for a long time, resulting in waste of resources; on the other hand, some units are repeatedly purchasing the same equipment, resulting in waste of funds.

For example, by scanning electron microscopy, the three or four stations in the Zhengzhou area are sufficient, but in fact there are more than 100 sets in the city, and most of them are idle for a long time.

In stark contrast to the serious excess of some instruments and equipment, there is a lack of other equipment that is urgently needed for scientific research. In Zhengzhou, the problem of repeated purchase and idle waste of liquid chromatographs and meteorological chromatographs is outstanding, but high-end liquid-mass chromatography and mass spectrometers cannot meet the demand. The structural contradiction of scientific instruments and equipment is not unrelated to the "respective management" of the owner's management.

A large number of devices are "hidden in the unknown". In addition to causing repeated purchases of equipment, another sighing consequence is that small and micro enterprises have to go far away to find equipment testing and research and development costs because they cannot afford expensive equipment. So increase. But in fact, perhaps this kind of equipment is in the same city, but it lacks communication channels.

If the city's large-scale scientific instruments are included in the unified network platform management, sharing and sharing, and let the existing scientific research equipment play the most important role, then how good!

At the national level, the problem of the high utilization rate and sharing level of large-scale scientific research facilities and instruments has been noted, and it has begun to be solved.

In January this year, the State Council issued the "Opinions on the Opening of National Major Scientific Research Infrastructures and Large-scale Scientific Instruments to the Society", clearly stipulating that the promotion of scientific research facilities and instruments should be open to social users such as universities, research institutes, enterprises, and social R&D organizations. Resource Sharing. We will strive to build a professional and networked management service system covering all kinds of facilities and instruments in three years, providing services for technological innovation and social needs, and providing effective support for implementing innovation-driven development strategies.

Scientific instruments shared Zhengzhou has been in action

In fact, as early as 2006, Zhengzhou began to build a large instrument sharing platform.

In the past nine years, the science and technology department of our city has used network means to reorganize and optimize the scientific instrument information resources scattered in the region, and realized the large-scale scientific instrument and equipment sharing service pattern centering on Zhengzhou and radiating the surrounding areas. At present, there are 413 members in the network, and a total of 4423 network access instruments, with a total value of more than 2.8 billion yuan. At present, the number and effectiveness of instrument sharing in our city ranks in the top three in the provincial capital cities.

Some users have already felt the convenience brought by the large scientific instrument sharing platform.

Zhengzhou ASUS Precision Ceramics Co., Ltd. does not have enough funds to purchase large-scale instruments and equipment. Most of the tests must be completed in Beijing and Hefei. Later, through the large-scale scientific instrument sharing platform in Zhengzhou City, they learned that the testing and analysis work they needed can be completed at the School of Materials Science and Engineering of Zhengzhou University. Under the coordination of the large instrument sharing center, the two sides achieve docking. The company saves about 1.5 million yuan in testing costs each year, and in the process of testing and cooperation, the two sides also cooperate in product improvement and joint research and development.

The owners of large scientific instruments have also experienced the “sweetness” brought about by instrument sharing.

Henan Bioengineering Technology Research Center is a provincial and municipal engineering technology research center. Professor Wang Yunlong, the director of the center, said in an interview: "With the help of large instrument platforms, the performance of our central instruments and equipment has been fully utilized, for Zhengzhou and even The province's bioengineering enterprises provide a large number of scientific research and experimental support. The center has an annual income of more than 5 million yuan. While improving its service capabilities, the center has also realized a number of industry-university-research cooperation projects. Currently, our center's research and Service capabilities are well known in the industry."

The results are certainly gratifying, but we must also clearly see that Zhengzhou has been building a large-scale scientific instrument sharing platform for nine years. There are still many instruments outside the platform. The difficulty of this work can be imagined.

The person in charge of the large-scale scientific instrument sharing platform of the city told the reporter that the problem of weak sharing consciousness and low enthusiasm for sharing is still widespread in large scientific instruments. Due to the lack of incentive and restraint mechanism, the construction of large-scale scientific instrument sharing platform in our city is mainly driven by the enthusiasm of the staff of the science and technology department.

“In order to allow universities and research institutes to join the sharing platform, our staff must find relevant personnel through different channels and visit many times. Convincing a unit often needs to run more than ten miles.” The person in charge said.

It is urgent to support the construction of a large-scale scientific instrument sharing platform.

Government promulgated system to build a platform for sharing

Before the introduction of opinions at the national level, some places have already tried first and promoted the sharing of large scientific instruments in the form of local legislation.

In August 2007, Shanghai passed the “Provisions on the Promotion of the Sharing of Large-scale Scientific Instruments and Facilities in Shanghai” in the form of legislation of the National People's Congress, which was implemented on November 1 of that year. In 2013, Nanchang City formulated the “Measures for Promoting the Sharing of Large-scale Scientific Instruments and Equipment Resources in Nanchang City”, which was implemented on April 1 of that year.

Under the active promotion of the municipal science and technology department, the "Zhengzhou City Large-scale Scientific Instruments and Facilities Sharing Promotion Measures" was recently announced in the form of a government order, which will be implemented on May 1 this year. Zhengzhou has become the third city in the country after Shanghai and Nanchang to introduce local regulations that regulate the sharing of large-scale instruments and facilities.

The method introduced by the city is clear. The “large-scale scientific instrument facilities” included in the shared service platform refers to a single scientific instrument with an original value of more than 200,000 yuan or with special functions and original value of more than 100,000 yuan. Large scientific instruments and facilities that use financial funds or enjoy preferential tax purchases should join the shared service platform to encourage large-scale scientific instruments and facilities purchased by social funds to join the shared service platform.

The incentives for participating in the sharing of the two parties are: in addition to the service charge, the equipment owner can also obtain the subsidy after sharing the service; the equipment user can obtain the shared use fee after 10%~30% of the used fee. Subsidy.

For equipment owners who should share but refuse to fulfill the obligation of sharing services, there are also binding measures: new purchases and new large-scale scientific instruments and facilities may be rejected.

How to avoid repeated purchases of equipment? The method stipulates that if the application for the use of financial funds to purchase a large-scale scientific instrument worth more than 1 million yuan, the municipal finance department should cooperate with the municipal science and technology department and relevant administrative departments for its necessity, rationality and advanced. Conduct joint reviews. The results of the review are used as the basis for the approval and approval of the use of fiscal funds. The shared services provided by similar large-scale scientific instruments and facilities in this Municipality can meet the needs of relevant scientific research and technology development activities of the applicants, and their applications are not approved. For the promulgation of the "Zhengzhou City Large-scale Scientific Instruments and Facilities Sharing Promotion Measures", Wang Liping, Assistant Director of the Shanghai R&D Public Service Platform Management Center, gave positive comments. She believes that the introduction of the "Measures" will help reduce the repeated purchase and idle waste of instruments, improve the use of instruments; help to improve the evaluation and incentive mechanism, improve the enthusiasm of both parties; help reduce the research and development costs of SMEs, improve enterprises R&D investment and innovation enthusiasm. The "Measures" is also of great significance for the construction and improvement of the national scientific instrument and equipment sharing mechanism system and the further promotion of the sharing of large-scale instruments and facilities across the country.

The system guarantee has been made, but this does not mean that the construction of the shared platform has been smooth and smooth since then. People's concept changes need a process, and there is still a long way to go before the construction and improvement of the large-scale scientific instrument sharing platform in our city. But the good news is that we are already on the road.

"Move", more exciting!

Expect more "sleeping" scientific instruments to be "wake up" by the sharing platform!
