The relevant matters are hereby notified as follows:
I. Adjusting the on-grid price of power generation enterprises (1) In order to reasonably reflect changes in coal-fired power plant investment, coal price, coal consumption, etc., properly adjust and adjust the on-grid price level of coal-fired units. The on-grid electricity price of coal-fired units in Shaanxi, Gansu and Qinghai provinces was raised by 1.2 cents, 0.5 cents and 1.5 cents per kWh. At the same time, appropriately increase the on-grid price of some power plants with low electricity prices and serious losses, and gradually fill in the benchmark electricity prices.
(2) In order to promote the economic and social development of hydropower station reservoir areas and resettlement areas, alleviate the problems of serious losses of hydropower enterprises and insufficient funds for renovation and renovation, and appropriately increase the on-grid tariffs of some hydropower enterprises. The on-grid tariff of Shaanxi Shiquan Power Generation Co., Ltd., Erlangba and Xihe Hydropower Station will be increased to 0.303 yuan per kWh. The on-grid tariff of Longyangxia Hydropower Station in Qinghai Province increased to 0.163 yuan per kWh. The on-grid price of other large and medium-sized hydropower stations increased by 0.3 cents per kWh, and the on-grid price of small hydropower increased by 0.2 cents per kWh.
(3) Due to the large changes in the policy environment for the development of hydropower projects, the newly-built hydropower has suspended the implementation of the hydropower benchmark price approved by the Commission. The on-grid price of the Laxiwa Hydropower Station in Qinghai Province was temporarily implemented at 0.23 yuan per kWh.
(4) It is approved that the temporary settlement price of the Ningxia Hanas Natural Gas Thermal Power Plant is 0.5058 yuan per kWh. The on-grid electricity price of Gantou Provincial State-owned Investment Bank of China and the Datang Jingtai Wind Farm was executed at the bid price.

Second, rationalize the relationship between power-on price and sales price of power generation enterprises. In August 2008, the increase in on-grid tariffs of national thermal power generation enterprises affected the increase in electricity purchase costs of power grid enterprises, and adjusted the sales price to be diverted.
Third, according to the needs of renewable energy development, in accordance with the "Renewable Energy Law" and "Renewable Energy Power Generation Price and Cost Sharing Management Trial Measures" (Development and Reform Price [2006] No. 7), the renewable energy price additional standard Increase to 0.4 cents per kWh.
Fourth, the provinces (districts) sales electricity price increased by 0.2 cents per kWh, temporarily used to solve the problem of power plant enterprises "one household one table" transformation investment repayment of interest and other issues.
V. In order to gradually improve the trans-provincial cross-region power transmission price mechanism, the increase in the sales price of Shaanxi, Gansu, Qinghai and Ningxia includes the transmission price of the Northwest Power Grid Company of 0.08 cents per kWh.
6. Appropriately increase the electricity price of the grid. The average price increase per kWh of provincial (regional) sales price is: 3.67 cents in Shaanxi Province, 2.01 cents in Gansu Province, 2.02 cents in Qinghai Province, and 2.23 cents in Ningxia Autonomous Region. The specific electricity price standards for various types of users after price adjustment are shown in Annexes 2 to 5.
7. Further optimize the sales price structure. It is agreed that the prices of commercial, non-general and non-residential electricity in Shaanxi Province and Qinghai Province will be merged into the general industrial and commercial electricity price category.
8. The above electricity price adjustment will be implemented from November 20, 2009. Among them, the power consumption of power users after November 20th can be determined by multiplying the average daily electricity consumption in the corresponding meter reading cycle by the number of days that the adjusted electricity price should be executed.
9. The competent pricing departments of all localities shall carefully organize and carefully arrange and do a good job in propaganda and interpretation to ensure that the measures stipulated in this notice are implemented in a timely manner.
