The “Points†require that energy-saving management of key energy-consuming enterprises with energy consumption of 10,000 tons or more per year be effectively strengthened, energy management performance evaluation of enterprises be carried out, and assessment of corporate energy-saving target responsibilities be strengthened. For enterprises that have not fulfilled the annual energy saving task, they must implement energy audits and rectify them within a time limit.
According to the “Points,†the relevant departments will revise a number of energy consumption quota standards for key energy-using products, and publish energy limits for four chemical products such as **, soda ash, monoammonium phosphate and diammonium phosphate, as well as urea, ammonium bicarbonate, and methanol. The formulation of energy consumption limits for five chemical products including PVC, dimethyl ether, and methyl chloride, and revision of the energy consumption quotas for synthetic ammonia and caustic soda were formulated. To study and formulate implementation plans for key products and process energy efficiency leading pilots, and conduct leading pilots for industrial energy efficiency in key industries such as steel, non-ferrous metals, building materials, petroleum, and chemical industries. Establish a benchmarking system for energy efficiency products for key energy products, publish energy efficiency benchmarking companies and benchmarks for key energy-using products in the iron and steel, petrochemical, nonferrous metals, building materials and other industries, and organize enterprises to carry out energy efficiency benchmarking activities.
The Ministry of Industry and Information Technology will promote the implementation of the national plan for the implementation of cleaner production technologies in 27 key industries such as polyvinyl chloride, lead and zinc smelting, copper smelting, and chromium salts. We will continue to promote the formulation and release of cleaner production implementation programs in 7 key industries including cement, ADC foaming agent, rare earth, fluorescent lamps, electroplating, pharmaceuticals, and calcium carbide. Strengthen water-saving technological transformation of 10 high-water-consuming industries such as petrochemicals and chemical industry, and support the construction of a number of key water-saving technology demonstration projects.
