The Public Security Department of Guangdong Province and the Ministry of Education jointly promulgated the "Local Standards for Safety Precautionary Engineering Specifications of Higher Education Institutions in Guangdong Province" (hereinafter referred to as "the Code"). It is reported that the "Code" is China's first university security technology local standards, when the province's colleges and universities will be built a total of nearly 100,000 probes to combat college stolen goods, burglaries.

Once the "Code" is implemented, it is expected that colleges and universities across the province will build nearly 100,000 probes to erect "electronic fences" in universities. According to different levels of risk in different parts of institutions of higher learning, the “norm” also formulates corresponding protective measures to prevent them. According to their protection capabilities from high to low, they are classified as primary protection, secondary protection and tertiary protection.

It is understood that the "Code" applies protective defenses to different places and locations in colleges and universities. Sites classified as secondary risks include: main entrances and exits with perimeters; computer rooms in campus network centers; major entrances and exits to offices, teaching and research buildings; and entrances and exits for students and teachers’ apartments and collective dormitories.

For secondary risk places like the main entrance to the student dorms, the “Specification” requires that the camera field of view should cover more than 50% of the target.
