However, environmental protection technology research has lagged behind and environmental supervision is relatively weak. In accordance with the spirit and requirements of the State to stop blind investment in the steel electrolysis aluminum cement industry, the State Environmental Protection Administration issued a "Circular on Further Strengthening the Environmental Management of the Electrolytic Aluminum Industry" and requested that the environmental management of the electrolytic aluminum industry be further strengthened. The "Notice" proposed that local environmental protection departments at all levels must increase the environmental supervision of the existing electrolytic aluminum enterprises, strictly follow the time limit requirements of the state, and supervise the electrolytic aluminum enterprises within the jurisdiction to achieve the elimination of self-baked cells, and the eliminated production equipment must not be For any reason, transfer to other areas may not be changed from self-baked tanks to small pre-baked tanks. The “Notice†requires that the electrolytic aluminum construction project be further improved in environmental impact assessment. The construction project for the construction and expansion of the electrolytic aluminum production capacity must strictly implement the national industrial policy. After the country establishes the project, it submits the Environmental Impact Statement to the State Environmental Protection Administration in accordance with prescribed procedures.
