On May 18, the Ministry of Environmental Protection issued the "Notice on Strengthening Pollution Prevention and Control of Lead Storage Battery and Recycled Lead Industry", clearly stipulating that "if the protection distance is not implemented according to law, it shall immediately order production to be stopped and rectify within a time limit" and put forward If the environmental impact assessment is not met or the environmental impact assessment requirements are not met, the construction shall be stopped and the “four uniforms” shall be stopped.

According to the deployment, some local governments have comprehensively carried out lead pollution remediation, and implemented a number of lead-acid battery enterprises to suspend production for rectification and closure, covering the main lead in Zhejiang, Guangdong, Anhui, Fujian, Jiangsu, Henan, Hubei, Shandong and other countries. In recent years, due to the rapid growth of market demand, investment policies are relatively loose, and the industry threshold is relatively low, a large number of low-level small and medium-sized storage battery enterprises have emerged, resulting in low industrial concentration in the industry, uneven development of enterprises, and some enterprises have outstanding environmental issues, such as environmental protection. Insufficient capital investment, poor management of environmental protection facilities, backward production equipment, and inadequate occupational health protection distance.

In this regard, the Ministry of Environmental Protection also said after the joint supervision that the lead storage battery enterprises in various places still have problems such as disorderly planning and layout, generally small scale of enterprises, low level of process technology, and imperfect pollution prevention facilities.

In the industry view, the introduction of the "Entry Conditions" can curb blind investment, low-level redundant construction, eliminate backward production capacity, strengthen pollution control, and promote industrial restructuring, optimization and upgrading.

It is reported that the "Entry Conditions" put forward clear requirements for new projects from the aspects of total control, industrial layout, technical equipment, environmental protection, safety and occupational health. For example, the newly added capacity should be replaced by the same amount of production capacity plus market increment. The new project site selection should be “in the corresponding functional zone of the industrial park approved by law”.

In fact, it is more conducive to the prevention and control of government supervision and pollution than the decentralized factories and the distribution of relevant enterprises. It is reported that under strict environmental protection, a number of enterprises have chosen the strategic shift of the industry, for example, to new enterprises in Inner Mongolia, Henan, Shandong, Jiangxi and other regions that can meet the requirements of health protection distance. In order to limit the construction of low-level and low-tech projects, improve the overall process level of the industry and the entry barriers of the industry, the “Entry Conditions” also set clear requirements for the technological level of new projects.

At present, there are nearly 2,000 lead-acid battery companies in China, of which 1,450 are production licenses, and about 600 are small-scale workshop-type enterprises that do not meet the relevant requirements of the state. Among the enterprises that hold production licenses, only less than 300 are medium and large-sized enterprises with an annual output value of more than 100 million yuan. The remaining 1,200 are low-end enterprises that focus on manual operations. Many of them have inadequate environmental assessment procedures. Environmental protection facilities are rudimentary and not in place.

Therefore, for existing enterprises, the “Entry Conditions” require them to obtain production licenses, safety production licenses, sewage discharge permits and environmental impact assessments after the law, and require them to adopt automatic acid distribution and automatic boarding within one year. Advanced technologies such as brushing and automatic welding or automatic casting and welding, and at the same time, it is determined that the internalization of energy saving and emission reduction should be adopted for the reconstruction and expansion of existing projects.
