The Ministry of Industry and Information Technology will guide and support the approved industrial demonstration bases on the basis of existing developments, in accordance with the principles of layout concentration, land intensive, and industrial agglomeration, and revolve around the requirements of the new industrialization road, and further improve the integration of “two transformationsâ€. According to the "Administrative Measures for the Establishment of National New Industrialized Industrial Demonstration Bases (Trial)", the first batch of "National New Industrialization Industrial Demonstration Bases" was confirmed by public announcement. It is hereby announced and the relevant matters are notified as follows:
I. Agree to 62 industrial bases such as Beijing Zhongguancun Science Park, Shanghai Chemical Industry Park and Wuhan East Lake New Technology Development Zone as the first batch of “National New Industrialization Industry Demonstration Bases†(see the annex for specific list).
2. The first batch of industrial demonstration bases should be further developed on the basis of existing developments, in accordance with the principles of centralized layout, intensive land use, industrial agglomeration, and the creation of work plans and industrial development plans for the new industrialization road. The work of "two-in-one" integration, energy conservation and environmental protection, circular economy, and safe production will effectively serve as a model. In the process of creation, we will continue to comply with the new trends of international scientific and technological innovation and industrialization, enhance the capacity for independent innovation, and improve the industry. The scale of scale, extension and improvement of the industrial chain, always in the forefront of the industry.
Third, the development of industrial demonstration bases will be incorporated into the industrial and information economy operation monitoring system. Give full play to policies, funds, project guidance and pulling, study and introduce supporting support policies, and give priority guidance and support to industrial demonstration bases in terms of industrial planning layout, technological transformation, major special projects, public service platform construction and related fund arrangements. .
4. The competent industrial and information administration departments shall further promote the establishment of the national-level industrial demonstration base on the basis of summing up experience, and at the same time accelerate the promotion of the creation of provincial-level industrial demonstration bases according to the actual conditions of each region.
V. In accordance with the “Administrative Measures for the Establishment of National New Industrialized Industrial Demonstration Bases (Trial)â€, the Ministry of China implements dynamic management of the industrial demonstration bases and conducts a review every three years in accordance with the management measures. Confirm the qualified demonstration base, revoke the unqualified title, announce it and delist it.
