This year is the largest year for the construction of affordable housing in China. The country plans to start building 10 million sets of affordable housing projects, an increase of 70% over 2010. It is understood that as of the end of June, the National Urban Safeguarding and Housing Project has started more than 5 million sets, exceeding the annual plan by 50%. Compared with the end of May, the operating rate of 34% has obviously accelerated.

At present, the construction progress of affordable housing projects is obviously better than the same period of last year. With the advent of the construction season and efforts to ensure the protection of housing in various places, it is expected that the speed of construction of affordable housing projects will continue to increase in the coming months.

Safe homes all over the country have "flowered"

This year, 10 million sets of affordable housing projects include nearly 6 million sets of affordable housing and more than 4 million sets of shanty-town reconstruction housing. Among them, there are nearly 1.7 million low-rent housing units, nearly 2.3 million public rental housing units, more than 1.1 million affordable housing units, and 800,000 limited-price commercial housing units. At present, according to the completion of public housing in some provinces and cities, the relevant data is "optimistic."

In the first half of this year, Shanghai started 100,000 new affordable housing units and the operating rate was about 50%.

Beijing plans to start construction of 200,000 new homes this year. At present, 120,000 new projects have been completed and 60% of the annual construction tasks have been completed.

In the first half of the year, Hainan Province has started construction of 53,800 protective housing units, accounting for 58% of the planned 92,600 units.

This year, Heilongjiang Province plans to build 830,000 sets of affordable housing projects, accounting for 8.3% of the country. It is expected that all work will start before the end of October, and the rate of completion before the end of the year is expected to reach more than 40%.

At present, Zhejiang Province has started construction of 107,600 sets of security housing, accounting for 59.8% of the annual target task. It is expected that all the requirements for starting construction proposed by the State Council can be fulfilled by the end of November.

Before the end of October this year, all the projects for affordable housing in the Guangxi Zhuang Autonomous Region in 2011 will begin.

As of June 15, the construction of affordable housing projects in Gansu Province started 104,600 units, and the operating rate was 67.98%.

In the first half of the year, Shandong Province has completed 66.2% of the country's annual tasks.

This year, the whole province of Shanxi built a total of 375,400 protective housing units. In the first half of the year, the entire Shanxi Province started construction of 258,800 sets of affordable housing for urban residents, and the operating rate was 88.5%.

The Jiangsu Province, which has the most important task of protecting housing in the eastern coastal areas. At present, 801 projects have been started, accounting for 62% of the total number of projects.

In addition, in the first quarter of this year, most of the affordable housing projects are in the preliminary preparations for the project. Only a few well-prepared projects and projects reserved last year can be started in the early stages, and most of the projects will be started in the second and second quarters.

At present, the cement industry is phasing out the outdated production capacity, and new production capacity is also shrinking. Power cuts and other restrictions will also restrain the release of production capacity. The construction progress of construction projects and other projects is slow, leading to a seasonal decline in demand and adjustments in prices. However, the next cement market may change under the “stimulus” of protecting housing.

Some analysts estimated that the central government has decided to build 10 million sets of affordable housing this year, and plans to build 36 million sets of affordable housing during the 12th Five-Year Plan period, which also means that the demand for cement will exceed 550 million tons. Nowadays, the layout of affordable housing across the country may compensate for the lack of new housing starts and cement sales. This is undoubtedly a huge opportunity for the cement industry. At the same time, for the cement industry with overcapacity, it also provides a good opportunity for industrial adjustment.

Moreover, with the fall of the price index in the second half of the year, there is a high possibility that the tight monetary policy will stabilise. Currently, the relevant projects that are currently slow due to capital shortages should be able to rebound significantly. At the same time, the central government and various ministries and commissions attach great importance to it. In the second half of the year, the construction of social housing will be significantly accelerated, which can effectively support the cement demand. Coupled with the arrival of the peak cement demand in the end of the third quarter and the beginning of the fourth quarter, cement prices will steadily rise.

In an interview with reporters, most cement company executives also believe that the supply and demand relationship will be further improved under the stimulation of the subsequent construction of affordable housing. At present, due to the expansion of the cement industry is not completed in the short term, then the rise in cement prices in September has become an inevitable trend. The amount of affordable housing planning, implementation capacity, and implementation progress are the three indicators that measure the degree of benefit of local cement companies. Although the start-up of affordable housing will not cause a short-term increase in the industry's production capacity, it can provide support for market demand and will benefit a considerable number of cement companies.
