In his speech, Zhou Jiping pointed out that the practice of many years of foreign cooperation has proved that it is necessary to insist on domestic and foreign cooperation as an important part of opening up to the outside world, and we must insist on the development of distinctiveness as the basic direction of domestic and foreign cooperation. After an in-depth analysis of the background of the oil and gas industry at home and abroad, Zhou Jiping emphasized that expanding external cooperation is a realistic need based on domestic and national energy security.
